Marijuana Arrest: On July 17, 2017 at 10:00 a.m., Ptl. Christopher Nelson observed a vehicle traveling on Route 23 North with the third brake light not functioning. Ptl. Nelson stopped the car and made contact with the occupants. During their conversation, the officer smelled what he recognized to be the odor of raw marijuana emanating from the interior of the vehicle. After a brief investigation, a small bag of suspected marijuana was located. Raymond Francisco, 31 years old from Mohapack, NY, was arrested, transported to headquarters and processed. Mr. Francisco was charged with possession of under 50 grams of marijuana and released on his own recognizance. He has a pending appearance in municipal court.
CDS Arrest: On July 17, 2017 at 1:03 p.m., Ptl. Jack Lyon observed a vehicle traveling on Route 23 North with a partially obscured license plate. Ptl. Lyon stopped the vehicle and made contact with the occupants. During their investigation, a small plastic bag containing suspected cocaine residue was located at the feet of the driver. After a probable cause search of the vehicle, two glassine envelopes containing suspected heroin were located. Jose A. Arnau, 43 years old from Paterson, was arrested, transported to headquarters and processed. Mr. Arnau was charged with having an unregistered vehicle and possession of drug paraphernalia. Michael C. Captoni, 47 years old from Pompton Lakes, was also arrested. Mr. Captoni was charged with possession of heroin. Both individuals were released on their own recognizance and have pending court appearances.
