[ARCHIVED] Governor Murphy Announces NJ to Enter Stage 2 of Restart and Recovery on June 15, 2020

On June 4th, Governor Murphy signed Executive Order 151 extending the public health emergency in NJ for another 30 days.

Businesses, social gatherings, recreational and other activities specified in the original public health emergency order continue to be prohibited unless they are specifically permitted by subsequent executive orders.

New Jersey ended maximum restrictions and moved to Stage One on May 18, 2020. As part of the Governor’s restart and recovery plan, New Jersey will enter Stage Two on June 15, 2020.  A summary of the Governor’s plan is available below:

Stage Two will include phased-in businesses and activities, with capacity limitations and adherence to safeguarding and modification guidelines, including:

  • Outdoor dining (beginning on June 15th) EO 150
  • Picnic areas and pavilions may open to the public. EO 150
  • Limited in-person retail for non-essential retail businesses (beginning on June 15th) EO 150
  • Childcare for children of non-essential personnel  (beginning as of June 15th ) EO 149
  • Hair salons and barber shops (beginning on June 22nd) EO 150
  • Youth sports (beginning on June 22nd) EO 149
  • High School Sports Programs (beginning June 30th)EO  149
  • Youth day camp summer programs (beginning on July 6th)EO 149

In the period to follow, New Jersey will work toward the gradual opening of personal care, gyms, and health clubs, at reduced capacities as the stage progresses.

All of these activities will be allowed pursuant to strict health and safety guidelines that will be issued in the coming days. Precautions that apply across all stages of recovery include:

  • Clinically high-risk individuals who can stay at home should continue to do so.
  • All workers who can work from home should continue to work from home.
  • All residents and businesses should follow state and federal safeguarding guidelines:
    • Wash hands frequently with soap and warm running water. If not possible use hand sanitizer with minimum a 60% alcohol.
    • Wear masks in public or at workplace when distancing is difficult or not possible
    • Respect social distancing
    • Minimize all gatherings, no mass gatherings
    • Disinfect workplaces and businesses, increase frequency of disinfection on commonly touched surfaces
    • Avoid common snack and eating areas when possible

New Jersey will move toward subsequent stages based on data that demonstrates improvements in public health and the capacity to safeguard the public, including:

  • Sustained improvements in public health indicators, including new COVID-19 cases, hospitalizations, individuals in intensive care, and ventilator use;
  • Substantial increase in testing and contact tracing capacity;
  • Sufficient resilience in New Jersey’s health care system to include adequate bed capacity, ventilators, personal protective equipment, and workforce;
  • Widespread safeguarding of workplaces;
  • Widespread safeguarding and capacity of child care, schools, and mass transit;
  • Continued public compliance.

If public health indicators, safeguarding, or compliance worsen on a sustained basis, New Jersey will be prepared to move back to more restrictive stages.
