[ARCHIVED] COVID-19 Advisory – April 9, 2020: Including Executive Orders Impacting Parks and Construction

The Township recognizes that there have been many Federal and State orders and recommendations that have been declared or disseminated over the last several weeks. Following are recent orders impacting parks and construction and a summary for review.

Governor Murphy recently issued:

The Township of Pequannock, based upon guidance form the Health Department is providing an updated, basic overview of those Executive Orders that are now in effect and have been directed toward the general public of New Jersey.

As of Wednesday, April 8, 2020 and until further notice, the Executive Orders most impacting the general public are as follows.

All NJ residents shall remain home unless they are: 

  • Obtaining goods or services from essential businesses
  • Obtaining takeout food
  • Seeking medical attention
  • Visiting family members as a caretaker or romantic partner
  • Reporting to or performing their job
  • Engaging in outdoor activities (social distance permitting)
  • Leaving home for educational, religious or political reasons
  • For safety reasons
  • At the direction of law enforcement or a government agency

The following businesses are essential and may remain open:

  • Grocery stores, farmers markets
  • Pharmacies and dispensaries
  • Medical supply stores
  • Retail functions of gas stations
  • Convenience stores
  • Ancillary stores within healthcare facilities
  • Hardware and home improvement stores
  • Retail functions of banks and other financial institutions
  • Stores that sell supplies for children <5 years old
  • Pet stores
  • Liquor stores
  • Car dealerships for auto maintenance and repair services, and auto mechanics
  • Retail functions of printing and office supply shops
  • Educational institutions providing online-only learning options
  • Mobile phone retail and repair shops.
  • Bicycle shops, but only to provide service and repair.
  • Livestock feed stores.
  • Nurseries and garden centers.
  • Farming equipment stores

The following should function at a limited capacity:

  • Public transportation should be used only as a last resort
  • Schools may remain open only if they are operating on a limited basis for food or essential care services that are non-educational
  • Essential businesses that cannot work from home shall reduce staff on site to the minimal necessary number
  • Law Enforcement, Fire Fighters, and First Responders
  • Cashiers
  • Construction, utility, and repair workers
  • Warehouse workers
  • Lab researchers and information technology maintenance workers
  • Janitorial and custodial staff
  • Necessary administrative staff

The following activities are prohibited: 

  • Parties, celebrations, or social events are cancelled
  • Non-essential retail businesses
  • On-premise consumption of alcohol
  • Casinos, racetracks
  • Gyms, fitness centers
  • Movie theaters, performing arts centers, concert venues
  • Nightclubs, performing art centers
  • Public libraries and computer labs
  • Indoor retail shopping malls
  • Amusement parks, zoos, children’s play centers, bowling alleys
  • Personal care services that inherently non-conform to social distancing (salons, spas, tattoo shops)
  • Social clubs such as the VFW, American Legion
  • Public, private, and parochial preschools, elementary and secondary schools
  • Daycare facilities except for children of those who perform essential duties, such as healthcare workers first responders
  • All State and County Forests and Parks are now closed
  • All playground equipment is closed to use
  • Elective surgeries prohibited. All elective surgeries, whether medical or dental, are those that can be delayed without any undue risk to the current or future health of the patient as determined by the patient’s treating physician or dentist.
  • All non-essential construction activity is prohibited, effective Friday, April 10 at 8 p.m. Construction will continue at hospitals, schools, transportation projects, affordable housing, individual housing, and emergency repairs.
  • It is prohibited for employees and customers to enter or remain inside essential retail stores without the use of a mask. Capacity at essential retail stores cannot exceed 50% of current fire code capacity; certain hours for seniors and those at risk must be established.

The Primary Election has been moved to July 7, 2020. At this time a decision has not been made if the election will be vote by mail only.  Local Board of Education and other elections are moved to May 12th.This is subject to change and voters should confirm before attempting to vote.

Additional Executive Orders are expected.  Everyone should attempt to remain current, as these Orders are rapidly issued or are being revised.
