Chief Spring has been with the department since 1986. He was promoted to the rank of Sergeant in 1993 and served as a Patrol Supervisor. He was promoted to Lieutenant in 1996, and served as the Detective Bureau Commander and then as the Operations officer for the department, prior to being appointed Chief of Police in March of 2004.
He was born and raised in Pompton Plains and graduated from Lynchburg College, Virginia, in 1983 with a Bachelor of Arts degree in Business Administration. He graduated from Jersey City State University in 1989 with a Bachelor of Science degree in Criminal Justice. He is a 1998 graduate of the West Point Command and Leadership Program.
In 1999 he graduated from the State of New Jersey Certified Public Manager program. In 2001 he graduated from Fairleigh Dickinson University with a Master's degree in Administrative Science. He attended 206th session of the FBI National Academy and graduated from the NA in September of 2001.
